You can run iPhoto 6 (from iLife '06) on your G4 running OS 10.3.9 if your Mac meets all the other requirements. (You need a DVD drive.) You can't simply download it from Apple, because upgrades must be purchased. If you buy iLife '06 you'll then be able to download the updates to bring iPhoto 6.0.0 up to 6.0.6.
Notice that with your OS there are limitations in iMovie 6. It is important that your Graphics card supports Quartz Extreme (for iMovie, I believe) although I don't see that anywhere in the System Requirements article. Check in your System Profiler to see if you have this.
I agree that recent 'improvements' to the Apple site have made it much more difficult to navigate. There is a forum for feedback about discussions where you can comment on the Discussions area specifically, but I don't know where you can voice your concerns over the useability of the Apple website as a whole.
